Mornington Peninsula Housing Settlement Strategy | Letter to the Minister

As you may be aware, the Mornington Peninsula Shire Council have adopted a new Housing Settlement Strategy which proposes significant changes the planning controls affecting the majority of residential land within the municipality. 

Within the suite of changes, the most significant to our industry are the proposed new density controls.

In February 2018, Council sought approval from the Ministers office for authorisation of Amendment C219 which seeks to introduce the recommendations of the Strategy.  Information regarding C219 can be access via https://www.mornpen.vic.gov.au...

In August 2018, the Minister responded to Council advising that further consideration is required, and a decision from the Minister is still pending. 

In October 2018, Town Planning & Co. wrote to the Minister seeking some clarity around the status of Amendment C219. 

In November 2018, the Minister's office responded to our request confirming that 'complex strategic issues' are raised in the Strategy that requires strong consideration by the Department of Environment, Land, Water and Planning (DELWP) before a decision can be made. And, that the timing on a response at this stage is unknown. 

Whilst the decision is pending, the Tribunal has been very consistent in their decisions, explicitly stating on more than one occasion, that the proposed Strategy should not be 'seriously entertained'.
